About Shanghai Pudong Research Institute of Cryptology

       Under the guidance and support of the cryptography administration department, Shanghai Pudong Research Institute of Cryptology was jointly established by drawing on resources from Shanghai Jiao Tong University, Fudan University, East China Normal University and other institutions. As a new international platform for innovation in cryptographic science and technology, the Institute is committed to serving China's strategy of high-level opening-up and promoting the international development of the cryptographic technology industry. It aims to build a world-class testing and certification platform for commercial cryptography and accelerate the development of a strategic technological force integrating cryptographic technology innovation, industrial innovation, testing and evaluation, and talent development.

       Leveraging China (Shanghai)'s Pilot Free Trade Zone as a hub for institutional innovation, the Institute is developing new models for cross-border cryptographic technology services under the dual-circulation strategy. Building on the pilot advantages of the Pudong area of the China (Shanghai) Pilot Free Trade Zone and benchmarking against world-class cryptographic testing laboratories, the Institute is developing cross-border cryptographic testing capabilities based on international standards and frameworks, including ISO/IEC, FIPS, CC, and BSI. It also focuses on developing advanced cryptographic testing environments and leading-edge sophisticated cryptographic testing tools in cutting‑edge scenarios including post-quantum cryptography, large-model security, connected and autonomous vehicle security, and trusted communications.

       Through an innovative model centered on mutual recognition of standards, mutual learning in technology, and industrial connectivity, the Institute provides core cryptographic technology support for the development of digital infrastructure under the Belt and Road Initiative and for secure cross-border data flows. It is committed to facilitating the international expansion of China's commercial cryptography-related technologies, products, and services.
